Our Mission

Governance and Management Structure

The Organization for Development Programs of Afghanistan (ODPA) has a governance and management structure designed to ensure effective oversight and decision-making for the organization’s humanitarian responses and development activities. The Board of Directors plays a crucial role in overall organizational management and development. Each board member is legally responsible for exercising reasonable judgment and acting in the best interests of ODPA and its stakeholders or donors.

Board members are required to set aside personal interests and opinions when making decisions and participating in board duties. Additionally, they must consider the impact of their decisions on other parties, such as beneficiaries and employees. The Board of Directors is ultimately responsible for establishing policies on internal control and ensuring that the system is functioning effectively through regular assurance checks. By upholding these principles, ODPA’s governance structure ensures transparency, accountability, and ethical decision-making in all aspects of the organization’s operations.

At the top level, the Board of Directors is responsible for setting the overall strategic direction and providing guidance on key decisions. The Board is composed of individuals with diverse backgrounds and expertise in areas relevant to ODPA’s mission.

Reporting to the Board of Directors is the Executive Director, who oversees the day-to-day operations of the organization. The Executive Director works closely with department managers to ensure that programs are implemented effectively and efficiently.

ODPA is structured into several departments, including:

  • Finance

  • Procurement and Logistics

  • Program Planning

  • Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Administration/Human Resources

Each department is managed by a department manager responsible for overseeing activities within their respective areas and reporting directly to the Executive Director.
